JHS Consulting provides the following types of consulting and advisory services for real estate development and infrastructure projects:

CEQA/NEPA COUNSELING AND DOCUMENTATION

  • CEQA Counseling and Strategy;
  • Prepare and manage the completion of environmental documents to comply with CEQA and NEPA, including Notices of Exemption, Initial Studies/(Mitigated) Negative Declarations, EIRs, and Addenda; and
  • Scope and streamline the environmental process by determining most efficient CEQA/NEPA approach.

MANAGEMENT OF ENVIRONMENTAL REVIEW PROCESS

  • Oversee and manage environmental consultant teams for applicants or agency staff;
  • Review consultant proposals, budgets, and schedules;
  • Manage consultant budgets and timelines for applicants or agency staff;
  • Review CEQA/NEPA documents and deliverables (Initial Studies/Negative Declarations, EIRs, technical studies, etc.) on behalf of client/staff to ensure legally defensible documentation;
  • Manage and coordinate peer reviews of technical studies;
  • Lead public outreach and community/environmental scoping meetings; and
  • Testify at public hearings.

  • Project management of development applications through land use entitlement process;
  • Property due diligence and environmental screening; and
